The readmission penalties seem excessive and likely to produce bad outcomes.

Once again, we put the cart before the horse. The emphasis needs to be put on improving the quality of health care and the productivity of those who administer it... not on the patients who deserve to be taken care of. I am no advocate of socialized medicine or anything that smacks of it. Our hospitals have become for the most part cesspools of gross inefficiency, bureaucratic buck passing and mediocre care. Let's focus on making sure that those who are out to "milk the system" are excluded, not those who through no fault of their own have grown old and infirm. Above all, let's get rid of the paper-pushing bureaucrats whose focus is certainly not on treating patient illness.
